City Hall, 1000 Broadway, 8:48 am

Detectives Marsh and Sanders walked briskly down the busy sidewalk when Sanders hesitated for a moment and stopped.

"Give me a minute, Hank... I need to duck in here and pick something up."

"I'll come with you, Charlie," replied Marsh, turning to enter the building. "What do you need in here, besides a pay raise?"

"About the opposite... I've got to pick up a set of tax forms."

Marsh smiled. "You do this every year. You know, you could get them done before the last minute for once."

The detectives hadn't taken more than ten or twelve steps into the expansive City Hall before there was a huge commotion up ahead that made them stop. People were yelling and running toward the door, and Marsh and Sanders stepped aside as more and more people started to panic.

"What's going on up there?" Sanders asked one of the frightened people.

"There's a bomb in the mayor's office!" Marsh and Sanders exchanged a quick glance and started running against the crowd, toward the grand staircase.
